Town Departments
Assessment
The Assessment Department is responsible for preparing market value estimates for every property in Clayton. The values, or assessments are used for determining the tax burden for each parcel. Annually the Assessor’s officer reviews permits, transfers of property, and deeds to determine if a change in assessment is necessary. The Assessor is also responsible for administering exemptions to taxation. These exemptions include Senior Citizen, School Tax Relief (STAR), Agricultural, and Veterans to name a few. Cemeteries
The Town of Clayton is responsible for the maintenance of several cemeteries within the township.
Code Enforcement
The Town & Village of Clayton Code Enforcement Officer is responsible to enforce the International Building and Fire Protection Code, the New York State Uniform Building and Fire Protection Code and local municipal building codes, as well as the provisions of other local laws pertaining to quality of life issues.
Court
The Town Court has jurisdiction over a broad range of matters, including vehicle and traffic matters, small claims, evictions, civil matters and criminal offenses.
Dog Control
Every licensing town, city or village must have a Dog Control Officer (DCO) and municipal shelter services. The DCO and shelter service enforces both State and any local dog laws and ordinances. Further, it is the DCO’s responsibility to pick up lost and stray dogs and humanely care for them until they can be reunited with their owners.
Emergency Management
The Town of Clayton is home to several Fire Departments, as well as the Thousand Islands Emergency Rescue Service (TIERS). In case of emergency, always dial 9-1-1.
Finance & Human Resources
The Finance Department is responsible for the proper collection and disbursement of all Town funds; for providing financial advice to the Town Supervisor and Town Board; and assisting and supporting in the following areas: cash and debt management, procurement of goods and services, operating and capital budgets, and accounting and reporting of financial information. The Human Resources Department is generally responsible for all employee personnel activities.
Highway
The Highway Department maintains approximately 128 miles of roads within the town, which consists of 78 Town roads, 38 miles of County roads, and 12 miles of State roads for the safety and welfare of its users.
Historian
The Town Historian collects and organizes local history materials and cooperates with other public officials in the preservation of historically valuable Town records. The Town Historian researches, writes, and makes public presentations on aspects of Town history, serving as a resource to the community.
Marina
The Clayton Harbor Municipal Marina consists of 49 transient floating slips of various sizes and a 300′ Pier. Electricity, water, pumpout and other services are available.

Town Clerk & Tax Collector
Official Town documents are kept in this office and are available to the public, as are vital statistics or records of births, deaths and marriages occurring in the Town of Clayton. The office issues marriage licenses, hunting and fishing licenses, and dog licenses. Free Notary Services are also available. The office also collects Town/County taxes each year.

Zoning & Planning
The Town regulates all uses of land, heights of buildings, building locations and the density or bulk of buildings through its Zoning Law. The Town of Clayton’s Zoning Board of Appeals hears requests for area variances, use variances, temporary permits, special use permits and interpretations of the Zoning Law. The Zoning Board is comprised of seven appointed residents of the Town which have the authority to vary the strict application of the Zoning Law, consistent with the requirements of the New York State Town Law. The Town Planning Board is a five member citizen advisory body to the Town Board. The Planning Board’s duties include advising the Town Board as to planning issues and approval power for Site Plan Review, Special Use Permits and Land Subdivisions. Items considered by the Planning Board are initiated by filing an Application with the Zoning Officer.
